Home Lead Safety Tax Credit Act of 2007

To amend the Internal Revenue Code of 1986 to provide a tax credit for property owners who remove lead-based paint hazards.

At Senator Clinton's staff's invitation, NPCA worked on this measure as it was introduced in the prior Congress, conforming definitions to those recognized by HUD-EPA, and aligning the presumptions with Goal 2010 set by the Centers for Disease Control. NPCA worked to help get a bi-partisan mix of influential co-sponsors, and generally worked to ensure that the budgetary concerns could be explained in light of the new federal tax credit at the heart of the bill.  The tax credit notion would go a long way toward providing incentive to landlords taking responsibility to ensure that children reside in dwellings in accord with federal and state duties of care.
